Water gets lost

So we had only two wells, i took out four buckets and put to other well, it depleted it, but then other well depleted as well, 30 water disappeared, whats the issue? is it intended?

it has to do with the way water works.  there is a % chance that when you scoop out water, it won't reduce the water level.  he had to make putting water into something work the same way because otherwise, you could just take out water and put it back until you noticed that the water level didn't change.  then you end up with free water.  so yeah, it's a feature and rng hit you hard.
