Nerfing food will cut in half all the food values, which will be harder ofc, families die quicker, half is actually more than half
If you are hungry, you cant do jobs that require thinking or planning, and you just look for the next meal, you might not even get full by the time you need to eat again, hard to do hungry work when you don't have a full food bar
Still doesn't solve the problem of big cities, and the early bonus is quite useless
Yes you could stock up food in the early stages but more population means more food eaten so there is no correlation in workforce and food
Instead, we would need no change on food values, but they would decay
That would make people to stop making food mindlessly in big quantity and focus the actual needs
Decay timer could be around 2 hours, maybe even 1 hour unless you store it in a cold place (ice biome or fridges, ice boxes whatever).
It should have 3 or more stages: fresh (gives a bonus to yum), normal, old, decaying, decayed. You could not eat the food in the last 2 stages.
Decayed food could work like scrap iron. You could use it to make compost with it or feed to animals(if its slightly decayed), water loss would be the highest concern, so it should give back the water or equivalent. The only common thing in food is pips value, so I would imagine that you would be able to start a pile with decaying food, a composting pile is 21 soil, where water converts into soil 1:4 ratio, and an average food is around 25 pip/water. So a compost is worth around 5 water, 125 pips.
That's why all the food compost would need to be around the same value, so you don't lose water irreversibly but you need to do the work again.
So I could imagine that you have a composter box, throw al the decayed food inside when it reaches 125, you get a compost pile in its place.
It could be less since water is more important, also if you need to drop a poop to it then might be a bit more realistic.
Cooked food could have longer decay timers, fresh food would have lower timers.
Buildings could have an effect on slowing the spoiling since they prevent light and air to reach it.
Also could have upgrades that can only be made inside buildings like icebox or fridge.
Problems:
-A lot of people die around the camp so they lost food with them.
-Ice is still biome locked and scooping up some ice should be available to everyone, not having gingers around would be a major balancing issue.
-A fridge would need power tech to be realistic.
-You can get soil for water but no water for soil, so its still way more important to have the water.
-Some portable food would need to stay fresh longer so maybe a new type of storage that can do such? Wool backpacks with thermo upgrades?

Playing OHOL optimally is like cosplaying a cactus: stand still and don't waste the water.

This is better, I'd rather struggle to keep food fresh than have to eat constantly.
