After choosing a tool you would automatically get a quest
Fire bow: make a fire (if you are first and no fire in a 50-50 radius but there are people) 3x
cook 20 pies or make 10 charcoal
This would give back the tool slot you used
So instead of committing a slot regardless you use it or chosen by necessity, you could get back the tool slot by doing all the quest requirements
The quests should be challenging but not impossible: if you got a saw, make 5 buckets, that can take from 10 minutes to 30
Also not repetitive, so you don't know what comes with the tool, if possible. So variations of buckets, carts, or bit of both.
For axe: chop 30 pine trees or 20 swamp trees, make 20 kindling from branches.
You could do the quests multiple times by choosing the same tool again.
Making too much of something can be conceived as griefing, like making fires just for sake of a quest or killing too many sheep, etc. So balancing would be needed or other rewards which compensate for the inconveniences.

But the quest should be grinder and not waste toomany resources.

This would be a nice way to incentiveise the less used parts of the techtree.
There should only be a smal window to do the quest tho (like 3 min after learningthe tool) and once your out of slots you are out.

Maybe if the scissors came with an arborist specialization to plant 30 pine trees...
but,
what is the reward, from completing a quest?
What would the, tangible, reward be?
Maybe an epigenetic boost to your gene score?
Gold star, scout badges, on your family portrait?
A double yield boost of all future works and harvests?
I started playing Diablo 2 again recently, and, I think it'd be pretty neat if there was some kind of skill tree for tools.
Or even something like the 1-10 of Stardew Valley, with Cooking, Mining and Foraging, but with perks at different intervals.
Even if it was a 0-1 system, you could have all currently free work, cost, say, 2 food, but specialization reduced food usage by ~ a half.
Maybe the global food bonus could go up from 2 to 3, just to compensate for things like, pulling berries costing 1 or 2 food?
I could recommend a lot of representations for knowledge and experience from all the other games on the market, but, I think it'd be more appropriate if it was a unique system that went a long with other, fairly, unique aspects of the game.
To be honest, in regards to all recommendations regarding the game, I just want Jason to pull from his past, from his experience and from his imagination to make the game, and never, take recommendations from other people. I want the 10,000 object game he imagined this would be, before the first project file was created.
Barring that, I think it'd be nice if he made tweaking, modding and editing the game mechanics themselves a little easier, and allowed players to host their own versions of the game on some of his servers. Like Blizzard did with the map editors for Warcraft 2 and 3, Starcraft 1 and 2, and even the addon system of World of Warcraft. Something like that. I have very little doubt Jason could not only make a very user friendly game editor, but also make his own version of Battlenet for people to host their worlds. Maybe very limited times at first, but then, people could give pay fees for long term, or even "permanent", hosting times.

I think this is an amazing idea, and would help point all the n00bs in the correct directions in the crafting tree. also the idea of leveling up, as morti said, would add a lot of incentive for players to stick with a task and help not only themselves but the group as a whole. too often players will only make enough for themselves, which is still great, but teamwork makes the society function a lot better. 10/10 imo
