It would require a few changes to implement but could be interesting mechanic.
First, we would need to know what is a city, like the game still doesn't really consider it as a group, it's just random items on a map. Once the eve makes the first kilns and farms, it could place a totem for the city marker. That would signal that city, with a range of like 20x20 at the start. Those tiles would be a property of the city and items on it could count for score, maybe era levels based on score. For example a dark age or castle age like in AOE. To advance you would need a score that would limit what you can make. The first requirement would be water level, to advance, you would need a well and tools, and a few items made with those tools (cut a tree, dig a stone, make a mallet and boards etc)
Then you would need other items, like stew or other food types, the totem would have special tiles to check when you place them there.
So you couldn't rush newcommen before having sheep, or couldn't make the engine before having 10 food types, compost, clothes, etc.
For each era, there would be also an AI attack with growing numbers, every 15 minutes, some wolves, boars, bears would appear and attack the city. They would enter the center or a corner and would work normally. Later on, the numbers would increase so the citizens should be alert all the time, maybe a countdown at first to make it easier. These challenges would also count to the point limits and if you can't defend the city, it would create havoc and advancement would be harder. Also would give points based on population inside (check-in each 15 min to count as a person if you born there, or stay 10 minutes each 15 min if you are an outsider).
Active towns with more points could receive special items.
Later on, NPC attacks could be also possible. This would make city life more interesting and survival harder, the tech tree more linear.

github is the only place to get decent chance to get something looked at, we all know "What I actually, generally need when you give me feedback about OHOL" means in terms of suggestions.

yes, you mask your bug reports as suggestions where he can ignore them but still noticing it the same time, planting the idea of something, which over time grows as his own idea as a much simpler and totally different but probably still decent feature few months later
