All clothing works the same against biome heat or biome cold ; even basic clothing will make you cooler in hot biomes.

aprons, aprons are very cool
jokes aside, no there isn't and it wouldn't make sense to have one, the short period you use it
technically all clothing insulates you so the better R values, the longer you keep the good temperatures, so you will warm up but slower
i seen some weird interaction with loom clothes and mosquito bites tho
you shouldn't enter on hot biomes at any time, there is one trick, you can build a building on them, all doors closed, possibly springy door, with flooring, it cools down a bit, just like fire, little hot still but closer to middle than normal biome, but the only use that can have is baby room, i wouldn't recommend placing forges or oven in it and not a guarantee others don't put a fire inside to kill everyone with the heat

Snowballs in backpacks can cool you down but they melt after a few minutes.

Clothing does two things:
1. Reduces the "shock" of crossing biome boundaries. Slows down how fast you change to match that biome temp, if that temp is worse for you than your previous temp.
2. Warms you up some in cold biomes (but does not warm you up or cool you down in hot biomes).
So clothing is always good, regardless of where you are. It always brings you closer to the middle OR slows down how fast you move away from the middle.
