Can game have something like that, would it be useful or troublesome? It would be faster than making a sign. Any info could be clipped in visible areas.

Notes are only useful when paired with old people that can read them aloud. Young players are both the only ones who don't have the information and the only ones who can't get information by reading notes.
It would make notes last longer though: a note on the wall does not waste valuable space.

I’m not sure, but I think as soon as you’re 10 years old you can read the whole message on papers and maps. If I’m right, it’s a good change.
And this idea is good, we currently have to use waystones in order to “clip” paper on a rock, but not everyone use that. We could have a pin-panel.

I think they still serve a purpose. At low pop times it's easy enough for a bell town to go dead for a little while. Also during server updates. Who's going to ring a bell if nobody is there? Thus waystones are needed to lead people back to the bells.

Edit: I'm not sure if I understood you correctly. I wrote the following assuming that you mean that waystones shouldn't exist in game.
Waystone shrines of sorts exist on the lowpop server I play on. I've used one once when locating a person's town which wasn't at the time connected to the road and I couldn't find the map. Waystones also have pointed to their destination longer than maps have in my experience. So, I think there exist advantages to waystones which make them worth keeping, so long as they don't block movement or have other issues that griefers exploit.

Oh, ok. But why you keep playing on lol pop servers, to get more stable towns? We need everyone on bigserver, especially the peaceful players.

Stable towns/town longevity is one reason.
There's more time to teach.
Getting reborn into the same spot is another.
There's no race restrictions for any server with less than 15 people. No stupid dropsy.
Griefers can more easily get dealt with or avoided.
There's less concern about newer players draining resources from a town.
Also, I'm going to have to disagree with you about needing everyone on the bigserver. Really, if you want to climb the tech tree more easily you should have LESS people on the bigserver, because there would exist more possibility for water regeneration to have an effect.
Additionally, reed skirts are fine in the low population context. That such makes for a good use of rope isn't quite so clear in the large population context.
Sheep pens also don't need rushed. Ugly property fence pens end up rare in the low population context. Something like a tree and box pen can be a town's first pen, since sheep don't need rushed. Fence pens which feel naturally and I think look the best end up common.
Milkweed getting used to make clothing rarely happens in the low population context, unless someone is new, once sheep exist also.
Keeping pies organized for yum purposes is more viable, and thus berry pies end up viable.
Doing a radio, including getting the resources, from start to finish is also viable, because of the ability to get reborn into the same spot.
Cars and planes end up more viable, since there's little to no pressure for kerosene to go to water.
