51 people on bigserver2 (bs2). 17 people on s1 (server1). There's nothing about an update push in dev-changes. 17 people seems an unlikely amount of people to select s1 as a custom server. I don't think that 68 people is enough to trigger load balancing, is it? Generally when this has happened mysteriously before, after a bit, people end up back on bs2. The lineages on server1 will mostly, if not entirely die out, because of this effect. I think it kind of unfair to any Eves and their children trying to building a long-lasting lineage and civilization on s1 when this happens. I don't know if it's intentionally happening, or if it's a bug that still hasn't gotten resolved.

When load balancing happens, it's the high number of players that causes the load balancing to occur. If you remember correctly, before the bigserver system, players would sort of get spread out a priori instead of it happening all of a sudden due to load balancing. Before the bigserver system lineages would die off to decreasing population. But, after the bigserver system, lineages die off due to an increase of population beyond first forcing them onto server1, and then forcing players joining or re-joining back to the bigserver in existence. So, it's not players being in a dispersed state that kills off lineages in this case. It's the spreading AND mushing process that either happens because of load balancing, or because of a bug, or some other reason.
