First, I'll say that oil running out might work hypothetically. But, right now, it basically removed part of the game as useful. Maybe the problem isn't that oil runs out, but that nothing else changed.
Before oil ran out it could make sense to upgrade a charcoal pump to a kerosene pump. Sure, the kerosene pump might bust early, but if it ran a few times, it could be worth it. But, now since oil runs out and both a kerosene pump and a diesel water pump require one charge of kerosene pump, and you get less water from a kerosene pump, there's no good reason to ever upgrade a charcoal pump to a kerosene pump. The kerosene pump requires 1 bucket of water to run every time, a charge of kerosene, and produces 5 bucket of water. A diesel water pump produces 7 buckets of water and doesn't require any buckets of water to run, just one charge of kerosene.
It just doesn't feel right to have an advanced technology be a waste of time like the kerosene pump looks like now. Either oil shouldn't run out or the kerosene pump should get reworked so it could be advantageous to make.

I think that oil shouldn't run out, but that's just me. It makes sense logically that they eventually would, but given as rare as they are and issues like the pumps, charcoal is renewable where oil is not. Sure, that's like real life, but this game depends on resources being available. Kerosene is required for a ton of stuff later on, and people just end up burning off the oil and going back a tech stage and doing nothing.
I've played for a week now and I've literally not seen Kerosene used once, let alone seen a car or plane. That's just a tragedy. I'm sure I'm not the only player that would love to see these things in action but may never. The oil being rare is enough of a challenge by itself really, making it renewable isn't a bad thing.

Realistically, with just a few hundred people using the oil, I don't think it would run out for hundreds of generations.
