There have been lots of suggestions on how domesticated milkweed and wild milkweed should be different, i propose it like this:
when you harvest domesticated milkweed, there is a small chance of it leaving a domesticated milkweed plant level 2, which has a slightly higher chance of leaving a domesticated milkweed plant level 3, which has a slightly higher chance of reseeding itself.
domesticated milkweed could also have a chance of giving thread rather than milkweed, but ultimately, your milkweed farm will only be slightly improved, it would yield a bit more thread than before and use a bit less soil than before.

domesticated milkweed is fantasy
there is no domesticated milkweed because milkweed is a wee weed, not resistant, not multiplyable
if it would be, people would have farmed milkweed & not hemp, or linnen, or sisal, or cotton ...
those are the actual plants which give actual ropes & not some fantasy milkweed dream
why Jason even introduced milkweed as rope giver is probably for some romantic wild nature life reasons
but nobody used ever milkweed in any economic way, this plant is unpractical
just get hemp !!!

Best reply I have gotten in regards to this is to think of milkweed as a crafting resource like a tree. Realistically it shouldn't change when domesticating the plant.
