Checking calculations, it doesn't in principle.
Let's say that 20 uses are for the charcoal pump, in either situation. So, 60 buckets of water.
1. 840 buckets of water total as above for the charcoal pump.
2. 20 uses of the kerosene pump instead. 60 buckets from the charcoal pump. (times 20, 7) = 140 buckets of water from the kerosene pump. 160 charges left, instead of 180. 40 (instead of 60) expected from the oil pumpjack left, and netting about 120 chrages from the oil pump. So, (4 times 160) = 640. (sum 60, 540, 140) = 840 buckets of water.
Still though, this statement doesn't hold:
There is no point not using kero on newcomen pump.
No, there does exist some point in not using kero on a newcomen pump! Specifically, don't use the last or only tank of kerosene, or at least not the last charge of kerosene, on a newcomen pump. Instead, make more kerosene from an engine oil pump.

Next time, claim the car as your own when he hops out. Use it to kill mosquitoes in the jungle. It is very satisfying.

Of course, the SECOND TO LAST kero should always be used to get more kero. But if you are stuck in a rift and you are down to your very last drop ... have a little fun with it. No point being practical when there is no future left to worry about.
