Should the sword still have slowdown?
Not as long as the knife but the defenders still need a chance. I've had more fun with knife and bow raids then with the sword.
You need help from others for a successful raid. Wars don't really feel like wars when it's just one guy, It's just a lone griefer acting alone.
But with an Army, You have to convince others to help you.
It's more realistic and makes it a bit harder for griefers. Most people do not want war, Only a few who ruin things. Not only that but the bigger the enemy town, The more people you will need.

10 seconds is fine for an slowdown. You can still dance around to dodge and ten seconds is almost nothing especially compared to knives or bows sixty seconds. People STILL get multiple kills with the sixty second cooldown so I don't see how ten seconds is some outrageous idea.
