Toddlers able to ride loose riding horse.

Basically if a riding horse isn't hitched children can jump on them and ride them. Sometimes seems the children freeze up and unable to do anything unless stabbed or picked up. Picking up a child on a horse produces children without legs until sat back down on the ground.
