Tarr monument spawns at (0, 0) of the server.

Morti, for your question about temperature, when you start as an Eve, even though naked, you start exactly in the center of your temperature meter (I think... if not, it's rather close and I couldn't tell the difference visually). So, what's the difference in pip drain rate for a 14 year old Eve from the pip drain rate in your picture?
