It is big towns but not big cities yet, they will eventually die out before reaching that size, compared to the towns we had before eve spawn nerf  (Casino town, goose town, north/middleburg/south town etc) these are small towns but previous ones existed because the eve spawn didnt work as intended and allowed you to spawn in old cities and repopulate them.

Ideally game mechanic should neither facilitate nor prevent the formation of bigger places but should be neutral, it should be really hard to reach that point though but not because of the game mechanic and up to the players making the right decisions.
