This topic is not true. I saw not long ago very old towns! The distance of bell town and others were like 3,5k. Real issue is that towns don't do anything with power they have. Towns just dies out without anything achieved THROUGH high tech / many resources. People can accumulate great wealth and don't do anything with it, like conquer others / defend themselves / build some huge construction.

Those are likely resettled dead towns. The eve spawns advance fast
