Known-to-be-safe locations include the Desktop and Downloads folder.

If you think your problems are related to write permission, you MUST reinstall the game from scratch in a new location.

A bug was discovered in v65 that is causing "read only" error messages incorrectly.  If you're struggling with this problem, try downloading v65b for Windows and installing from scratch.


I was struggling with this particular issue, I have a separate drive for all my games, and when trying to update the game, I would get the above error.
Trying the usual "Run as Admin" / ensuring folder and drive is not set to "Read-Only" did not fix the issue and checking all AV and Malware software was not blocking anything.

I was also having an issue when I would install the game to the desktop and download folder as mentioned above, but this also failed.

I finally managed to fix the issue, with a simple restart, something I usually do first when I have issues with a new install, but didn't on this occasion for some reason.

TL:DR;
Install and restart, before you do anything else if you have the "game folder installed in a read-only location" issue.
